Mao on the bank of the Yellow River, gazing into the distance. Behind him groups of experts and engineers are busy with binoculars and maps, preparing plans to build dams and reservoirs at  Sanmenxia (三门峡) and Liujiaxia (刘家峡) for flood prevention, irrigation and generating hydropower.
